 Early life

Perez was born in Brooklyn's Bushwick on the 6th of September 1964. She was the daughter of Lydia Perez, a merchant maritime seaman, and Ismael Serano. [3][4][5] Her mother Lydia (nee Fontanez y Reyes) was born on 13 October 1939 in Humacao, Puerto Rico. Her father was born in Aguadilla in Puerto Rico. Arturo Perez, her mother's husband, was twenty years older than her. After an affair with Serrano's father Perez's mother had five children. Perez was born at the closed Greenpoint Hospital in Brooklyn's Greenpoint neighborhood.

Perez is one of ten children brought up by her mother. Rosie as well as her siblings grew up in Bushwick as their mother was frequently in jail. The mother of her child was born to her first child while incarcerated. While she was in prison she was cared for by an aunt. She then went through foster homes as well as group homes. The siblings of her were often split. They were moved to an affluent foster family. She lived in foster homes in New York and Peekskill up at the age of eight. It was legal to consider her to be a ward of State of New York until age twelve. Aunt and mother often visited her, as did her father was unsuccessful in his attempts to obtain custody at one point.
